This document sets out the Terms and Conditions (“Terms”) governing the services provided through this website by Apply-Assist (“Website”). By accessing, browsing, or purchasing any service on this Website, you confirm that you have read, understood, and agree to be bound by these Terms and our Privacy Policy. If you do not agree, you must stop using this Website immediately.
For the purposes of these Terms, the customer and/or user may be referred to as “consumer”, “user”, “you”, “client”, “customer”, or “purchaser”. Apply-Assist may be referred to as “we”, “us”, or “our”.
We may update these Terms from time to time. Continued use of the Website after changes are published constitutes acceptance of the updated Terms. It is your responsibility to review them periodically.
This document is the contract that contains the general conditions of the service provided on this website. If you contract any service on this website, you accept these general conditions of service and declare that you know them, that you understand them and that you counted on this site if you have doubts about it before contracting.
We are an independent administrative assistance provider offering support with the preparation and management of Canadian administrative applications. We assist clients in submitting requests for official documents, such as the Social Insurance Number (SIN), the Canadian Dental Care Plan (CDCP) and provincial birth, marriage and death certificates, to the relevant federal or provincial government authorities.
This Website is operated by a private company and is not affiliated with, endorsed by, or acting on behalf of the Government of Canada, Service Canada, Health Canada, Sun Life, any provincial government or any provincial vital statistics authority, or any other public authority. You can always apply through official channels directly without using our services.
We charge a service fee for our work. For SIN and CDCP applications we do not charge for the document itself, as it has no cost and is issued and sent directly by the relevant government authorities; likewise, we do not cover postage, as this is also handled directly by the public administration. For provincial vital certificates, the provincial issuing authority does charge a government fee for the certificate: that fee is included in the total price you pay us and we pay it to the authority on your behalf, and the authority mails the certificate to you directly.
We provide private administrative assistance services related to: (i) Social Insurance Number (SIN) applications and related administrative support; (ii) Canadian Dental Care Plan (CDCP) application assistance, where available; and (iii) requests for provincial vital certificates (birth, marriage and death certificates) in the Canadian provinces we cover, where available. We do not issue government documents or make eligibility decisions.
This website does not sell any product directly and is not affiliated to any government entity, but belongs to a private company that acts as an intermediary between the customer and the relevant official agency, thus providing a management, processing, consulting and administration service dedicated to facilitate, guide and help the user to obtain the Canadian SIN, the CDCP or a provincial vital certificate. The end product is access to the document or documents whose request is processed through this site. We are not responsible for the issuance and delivery of the physical or digital document, which is the responsibility of the relevant Canadian federal or provincial authority.
The company that owns this website will process the application of the client through the official channels of the relevant Canadian authority, performing this process in the interest of the client who hires these services. The client, when requesting the services, expressly declares that he/she has read, understood and agreed to the terms and conditions, and that he/she has a legitimate interest in the information or documentation requested and, where appropriate, that he/she has the corresponding authorizations to request the service. Users can always apply directly themselves: for SIN and CDCP through the official Government of Canada website or in person at the corresponding offices, and for provincial vital certificates through the website of the relevant provincial authority, paying only the applicable government fee.

Where you apply on behalf of another person (including a minor for whom you are the parent or legal guardian, or a dependent adult for whom you are the legal guardian or authorised legal representative), you confirm that you are the formal applicant’s parent, legal guardian or authorised legal representative, that you have the legal authority and required consent to act on their behalf, and that you are authorised to provide their personal information (including, for CDCP, health-related information) for the purpose of the requested service. You remain responsible for the accuracy of the information provided on their behalf.
We do not sell your personal data. We may disclose your data only where necessary to provide the service, to comply with legal obligations, or to work with service providers under confidentiality and data protection obligations, as described in our Privacy Policy.
Payments are processed through secure third-party payment platforms. We do not store full payment card details.
If you contact us for support, you authorize us to use and update your information as reasonably necessary to resolve your issue, consistent with our Privacy Policy.
INFORMATION ABOUT MINORS AND DEPENDENT ADULTS
The Website is intended for adults with legal capacity. Minors must not use the Website independently. If a service is requested on behalf of a minor or a dependent adult, it must be submitted by a parent, legal guardian or authorised legal representative, who confirms that they have the legal authority and required consent to act on the applicant’s behalf and to provide the applicant’s personal information for the purpose of the requested service.
LIABILITY EXCEPTIONS
To the fullest extent permitted by applicable law, Apply-Assist shall not be liable for any loss, damage, delay, or outcome arising from: (i) the actions or decisions of government authorities or third parties; (ii) inaccurate, incomplete, or inconsistent information provided by the user; (iii) service interruptions or technical issues; or (iv) events beyond our reasonable control.
We do not provide legal advice, medical advice, or professional regulated services. Any information on this Website is provided for general informational purposes only.
We do not guarantee approval, processing timeframes, eligibility outcomes, or issuance of any government benefit or document, as these are determined by the relevant authorities.
Nothing in these Terms excludes or limits any liability that cannot be excluded or limited under applicable law, including under the consumer protection legislation of your province or territory of residence.
PROHIBITION
You agree not to engage in unlawful activity or misuse the Website. Prohibited conduct includes, without limitation:
- Attempting unauthorized access to the Website, systems, or data;
- Uploading malware, viruses, or any harmful code;
- Copying, scraping, reselling, or commercially exploiting Website content or services without authorization;
- Impersonating another person or providing false information without legal authority to do so.

Information on this Website may change due to updates by government authorities and may not always reflect the most current official rules. For official information, you should consult the relevant Government of Canada or provincial government sources.
OUR SERVICES
We provide private administrative assistance services intended to help users complete and submit applications and related communications for certain Canadian government processes, including SIN applications, CDCP application assistance and provincial vital certificate requests.
For our SIN administrative assistance, we charge a single all-inclusive service fee of $95 CAD. For our CDCP administrative assistance, we charge a single all-inclusive service fee of $95 CAD. These prices are final: the amount shown is the amount you pay, and any applicable Canadian GST/HST is already included in that price and absorbed by us. The applicable GST/HST is itemized on the receipt issued for your purchase. We do not charge for the SIN or CDCP documents themselves, as they have no cost and are issued and sent directly by the relevant government authorities. Likewise, we do not cover postage, as this is also handled directly by the public administration. You can always apply with no cost through official channels directly without using our services.
For our provincial vital certificate assistance, we charge a single all-in total of $99 CAD per certificate request, which already includes the government fee charged by the provincial issuing authority. The per-service breakdown is set out under COSTS AND PAYMENT below.
SIN application assistance service: We may provide step-by-step guidance, form review for completeness, and administrative support. We do not issue SINs and we cannot influence Service Canada’s decisions or processing timelines.
CDCP application assistance service: We may assist users with understanding application steps and completing submission requirements. The CDCP is managed by government authorities and administered by third parties (such as Sun Life for claims processing). We do not determine eligibility, coverage, or approvals.
Provincial vital certificate application assistance service: We may assist users with preparing and submitting requests for birth, marriage and death certificates to the relevant provincial authority, such as ServiceOntario (Office of the Registrar General), the Vital Statistics Branch of Manitoba, the Vital Statistics Branch of Service New Brunswick, the Vital Statistics Division of Newfoundland and Labrador or the Vital Statistics Registry of eHealth Saskatchewan. We do not issue certificates, we do not decide who is entitled to receive one, and we cannot influence the authority’s decisions or processing times. Whether a certificate is issued depends exclusively on the provincial authority and on the applicant’s entitlement under the applicable provincial legislation.
Once payment is completed and the service is confirmed, you authorize us to use the information you submitted to perform the contracted service and to communicate as necessary with relevant authorities or third parties on your behalf, strictly for the purposes of the service.
We may communicate with you by email to request missing information or clarify details required to deliver the service. You are responsible for responding promptly and for reviewing all information you submit.
We offer our Clients the consulting, processing and management of legal documentation. We handle their request for a SIN, a CDCP application or a provincial vital certificate.
We offer an easy-to-use software to fill an step-by-step form, carefully analyzing all of our client’s answers, assistance in filling out the application form and reviewing all the form from errors, inaccuracies, blanks, spelling and syntax check, also to provide customer support before, during and after the application.
We act as intermediaries between the client and the relevant Canadian federal or provincial authority to manage, process and submit the request made by the client. In addition, we provide help, information and support before, during and after the process whenever the client needs it.
Once consent has been given and payment has been made, the service is understood to have been contracted, and the client therefore gives his/her consent for the company to use the information collected in the application form to process the management of the necessary documentation and to carry out the necessary communication on his/her behalf, thus acting as an intermediary manager between the client and the corresponding entity of the Canadian federal or provincial administration responsible for issuing the official document.
This is a completely voluntary service in which the user reads and accepts the cost, terms of use and conditions before making payment. The user always has the option to submit the request directly through the official channels of the relevant authority, either online or in person at the corresponding offices, paying only the applicable government fee where one applies.
Note that once our team carries out your request, the processing time of the government institution to give you an answer depends on them and we have no relationship whatsoever. Note that we do not provide the SIN, the CDCP or the certificate directly, as we act as intermediary agent between the customer and the relevant authority, applying on your behalf.
Only if the corresponding service fee has been paid your application will be processed and carried out by our team.
Furthermore, our agents may get in touch with you via email for missing data or simply to clarify inaccuracies to be able to smoothly finish your application process. Prior to acquiring any of our offered services, the customer will be responsible for reviewing all the data provided and do the mandatory alterations.
By using our services the customer accepts and agrees that we as an enterprise may appoint certain limitations to the use of our platform and keep the right to make necessary adjustments and changes of the services available. The following changes might be made to written, audio or visual contents, working hours, requirements for the utilities necessary to access and/or navigate this website and the product pricing.
Additionally, you acknowledge and accept that the admissible Government institution has the authority to correct, alter, adjust and post forms, also modify their charges. We advise you to make sure that the application form you are due to submit is updated and that the state charge is appropriate, regarding the potential modifications specified before. You accept that we cannot and will not be considered culpable for the denial of your application, resulted because of any foreign circumstances beyond of our jurisdiction, as applicants ineligibility for the certain benefit for which you have applied.
You accept that we cannot and will not be considered culpable for any alterations made by the relevant Government Departments or authorities, with respect to qualification norms, constraints or any new requirements. You acknowledge that any of the service restrictions stated in these Terms and Conditions cannot be used as controversy for reimbursement.

CONTENT AND SERVICES LINKED THROUGH THE SITE
Some pages may include links to third-party websites (including official government websites). We are not responsible for the content, policies, or practices of third-party websites.
DELIVERIES AND DEADLINES
Our internal administrative processing time (for reviewing and preparing your request) is typically 1 to 3 business days, depending on completeness of the information provided.
Government processing timelines are outside our control.
For SIN applications, official processing timelines vary depending on the submission method and whether the application is complete. If you apply online and everything is in order, Service Canada indicates processing may occur within 5 business days; if you apply by mail and everything is in order, processing may take up to 20 business days from receipt by Service Canada.
CDCP (Canadian Dental Care Plan) application processing typically takes 4 to 6 weeks, but can vary; while complex cases with missing info will take longer, with some sources suggesting up to 3 months for full approval and card delivery. Delays often stem from high application volumes, incomplete forms, or extra document verification.
For provincial vital certificates, processing times are set by the provincial issuing authority. For Ontario, ServiceOntario indicates 15 business days of processing for marriage and death certificates through its regular online service, and 6 to 8 weeks for birth certificates; in both cases plus delivery by Canada Post. For Manitoba, the Vital Statistics Branch indicates that its regular issuance service generally takes about two weeks, not including shipping time, and publishes updated average processing times on its website. Newfoundland and Labrador does not publish a processing time for its regular online service. For New Brunswick, Service New Brunswick indicates that a regular request is processed within 5 business days, plus delivery. Saskatchewan does not publish an estimated processing time: eHealth Saskatchewan publishes instead the date of the requests its Vital Statistics Registry is currently working through, so the wait depends on the size of that queue when your request arrives, and delivery is additional. On the queue dates published in recent months, that has meant approximately 6 to 8 weeks in total. In all cases, processing only begins once the birth, marriage or death is fully registered with the provincial authority; where the event is not yet registered, or where additional verification is required, processing takes longer.
Any official confirmation letter, document, certificate or program decision (including SIN confirmation, CDCP-related determinations or a provincial vital certificate) is issued and delivered by the relevant authority or administrator, not by us. We do not ship or deliver government documents.
COSTS AND PAYMENT
Service fees are displayed on the relevant service pages and at checkout before payment. By completing payment, you authorize the charge and confirm you wish to purchase the selected service.
For SIN administrative assistance, the service fee is $95 CAD. For CDCP administrative assistance, the service fee is $95 CAD.
The prices shown are final and inclusive of all applicable Canadian taxes. The amount displayed is the total amount you pay, regardless of your province or territory of residence. Apliko Consulting OÜ is registered for Canadian GST/HST under the simplified regime for non-resident digital economy businesses; our GST/HST registration number is 77730 2779 RT 9999. The GST/HST included in the price is itemized on the receipt issued for each purchase.
Payments are made by credit or debit card through our payment processor. Charges are processed immediately upon purchase confirmation. Prices are displayed and charged in CAD.
You acknowledge that you can apply through official government channels at canada.ca without using our services and without paying our service fee.
Provincial vital certificate services (birth, marriage and death certificates)
For our provincial vital certificate assistance services, the price displayed is a single all-in total that already includes both the fee charged by the provincial issuing authority, which we pay on your behalf, and any applicable Canadian GST/HST. The amount displayed is the total amount you pay, regardless of your province or territory of residence. Government fees are set by the provincial authority and may change without notice; if one increases after you have paid, we absorb the difference and will not ask you for any additional amount.
Ontario, Birth Certificate Application Service: the total price is $99.00 CAD, of which $25.00 CAD is the government fee paid to ServiceOntario (Office of the Registrar General) and $74.00 CAD is our administrative assistance fee. Where a certificate of the same type has previously been issued to the person named on it, ServiceOntario charges $35.00 CAD and we absorb the difference, so your total remains $99.00 CAD. Note that ServiceOntario issues only one certificate of each type per person, so ordering a replacement invalidates any certificate of that same type previously issued.
Ontario, Marriage and Death Certificate Application Services: the total price is $99.00 CAD for each, of which $15.00 CAD is the government fee paid to ServiceOntario (Office of the Registrar General) and $84.00 CAD is our administrative assistance fee. For deaths, the certificate we request is the standard death certificate, which does not state the cause of death; certificates stating the cause of death cannot be requested online and are outside the scope of our service.
Manitoba, Birth, Marriage and Death Certificate Application Services: the total price is $99.00 CAD for each, of which $30.00 CAD is the government fee paid to the Vital Statistics Branch of Manitoba and $69.00 CAD is our administrative assistance fee. The Manitoba government fee is the same for every certificate type and language option, and includes the record search carried out by the Branch.
Newfoundland and Labrador, Birth, Marriage and Death Certificate Application Services: the total price is $99.00 CAD for each, of which $30.00 CAD is the government fee paid to the Vital Statistics Division and $69.00 CAD is our administrative assistance fee. Where the Division issues the certificate at no charge, the total price is unchanged and covers our administrative assistance only.
New Brunswick, Birth, Marriage and Death Certificate Application Services: the total price is $99.00 CAD for each, of which $40.00 CAD is the government fee paid to the Vital Statistics Branch of Service New Brunswick and $59.00 CAD is our administrative assistance fee. Certificates are requested with the regular mail delivery option.
Saskatchewan, Birth, Marriage and Death Certificate Application Services: the total price is $99.00 CAD for each. For a birth certificate, the government fee paid to the Vital Statistics Registry of eHealth Saskatchewan is $40.00 CAD for the long form certificate and $35.00 CAD for the short form certificate, and our administrative assistance fee is $59.00 CAD or $64.00 CAD respectively, so your total is the same whichever you choose. For marriage and death certificates the government fee is $35.00 CAD and our administrative assistance fee is $64.00 CAD. Certificates are requested with the regular mail delivery option. Every Saskatchewan request must also be accompanied by proof of identity for the applicant, which eHealth Saskatchewan requires of everyone who applies; the documents you upload are used solely to submit your request and are deleted once it has been submitted.
For any of these services, you can always apply directly through the relevant provincial authority (ontario.ca, vitalstats.gov.mb.ca, gov.nl.ca/gs/vitalstats, gnb.ca or ehealthsask.ca), paying only the government fee and without using our services.
RECEIPTS, INVOICES AND QUOTATIONS
A receipt is automatically issued and sent by email for every purchase completed through this Website. The receipt itemizes the service fee, the Canadian GST/HST included in the price, and the total amount paid.
If you require an invoice containing additional or specific billing details (for example, a business name), you may request one by contacting us at info@apply-assist.ca, and we will issue it using the billing information you provide. You are responsible for ensuring that the billing details you provide are accurate.
Quotations may be requested before purchase and are provided for information only; you are not obliged to accept any quotation.
REFUND
Refund eligibility depends on whether work has already started and the status of the service at the time of the request. Because our service may begin shortly after purchase, refunds may be limited once processing has started.
If you request cancellation before we begin processing your request, you may be eligible for a full refund, subject to verification and our refund rules. If processing has started, you may be eligible for a partial refund depending on the work completed, where permitted by law and our policy. For provincial vital certificate services, once the request has been submitted to the provincial authority the government fee has already been paid on your behalf and is no longer recoverable, which may reduce the refundable amount accordingly.
Nothing in this section limits, excludes, or overrides any statutory cancellation, withdrawal, or refund rights you may have under the consumer protection legislation of your province or territory of residence. Where such legislation grants you greater rights than those described here, those statutory rights apply.

INTERRUPTION OF SERVICES

GOVERNING LAW AND JURISDICTION
These Terms shall be governed by and construed in accordance with the laws of the Province of Ontario, Canada, and the federal laws of Canada applicable therein.
The courts of the Province of Ontario shall have non-exclusive jurisdiction over any disputes arising out of or in connection with these Terms or our services.
Notwithstanding the above, mandatory consumer protection laws of the Customer’s province of residence within Canada shall apply where they provide greater protection than these Terms.

For CDCP, you further acknowledge that the service may involve health-related (sensitive) information, and you consent to the processing of that sensitive personal information for the sole purpose of preparing and submitting the application. Where you request a certificate concerning another person, you confirm that you are entitled to do so under the applicable provincial legislation. You also consent to your personal data being processed outside Canada for the purpose of delivering the service.

If you do not accept the Terms and do not consent where required, you should not submit forms or purchase services through this Website.
ACCEPTANCE OF “THE TERMS OF SERVICE”
By purchasing a service or submitting a request through this Website, you confirm that you accept these Terms. We may keep records of transactions and consent events (such as timestamped form submissions and order confirmations) for compliance, security, and customer support purposes, as described in our Privacy Policy.
